[Chilli] AVS radius support. Non hotspot implementation.

Hi,

I am looking into implementing an EAP wireless network to control users
data usage.

Before I go ahead. I want to check I have the correct understanding.

Does chilli support attributes like Chillispot-Max-Total-Octets without
running it as a hotspot? I don't want to use hotspot.
