[Chilli] Enable encoding UTF-8 - coovachilli 1.3.0

Hello all,

I'm with problems in encoding pages the coovachilli, ../www/login.tmpl 
per example. My native language is Portuguese Brazilian, and many words 
need of encoding UTF-8, i am translating the texts direct in files html 
and / or tmpl in "Document Root" of coovachili. ( 
/usr/local/etc/chilli/www/ )

I use the configure next:

./configure --enable-miniportal --with-openssl

In header the files, per example coova.html, i use the next line for 
encoding UTF-8:

<meta http-equiv="Content-Type" content="text/html; charset=UTF-8"/>

But work only in internet explorer.

Any idea?
