Charles, the reason why there is no IP address on ETH1 is because
coovachilli creates a tun0 interface and applies the IP address there.
Can you explain your scenario?

I believe you are trying to achieve this:

[NetGear Router] WAN (192.168.1.0/24) ---> CoovaChilli --->LAN
(10.20.7.0/24) --> Laptop Client

Now what you want is for the Laptop client to able to access the
NetGear Router (For maintenance purposes) right?

CoovaChilli for now does not have a GUI except the ones built on
OpenWRT based APs or CloudTrax mesh cloud. CoovaChilli works better as
a daemon service as well and so people prefer to have a UI for RADIUS
(RADIUSDesk for example) since bulk of the work is done there.

Let us know how your network design looks like (Maybe include a
diagram of what you want to achive).
